Policy and governance advice for health systems going digital

Innovation Guru offers policy, governance and technical support to health departments, programmes, funders and implementing partners working with health information, digital systems and artificial intelligence. The advice draws on close to thirty years in public health, from district primary health care services to national HIV and health system programmes. Stand-alone or packaged

Buy one service, or combine several

Every service can be contracted on its own. Where a piece of work runs from policy through to implementation and measurement, services can be packaged into one assignment with a single plan and one point of contact.

How the service areas connect: set direction, govern, implement, measure, then back to direction. Social impact bond performance management sits between implement and measure. Set direction 01 Health policy · 03 Health AI Govern 02 Digital health Implement 04 HSS and toolkits Measure 05 M&E and data 06 SIB performance management Start anywhere in the cycle
The six service areas follow the life of a programme. Clients can start and stop at any point. Social impact bond performance management straddles implementation and measurement.

Stand-alone

One service with its own scope, deliverable and fee, for example a review of a draft policy, an M&E framework or a health AI use policy

Any one of 01–06

Policy to practice

A policy drafted, an implementation toolkit for the teams who must apply it, and an M&E framework to track uptake

01 Health policy04 Toolkits05 M&E

Digital health system roll-out

Governance and data rules set up before go-live, implementation support during roll-out, and monitoring afterwards

02 Digital health04 HSS05 M&E

Health AI readiness

A health AI use policy, risk assessment of planned AI uses, and practical guidance for staff on day-to-day use

03 Health AI01 Health policy04 Toolkits

Packages are examples. Each is scoped and priced for the client. Roles that must stay independent, such as performance manager and evaluator on the same impact bond, are never combined.

How an engagement works

Clear scope before any work starts

Most requests begin with a short conversation. Some clients need a full policy drafted from a blank page. Others need a critical read of a draft that is already with stakeholders, or a governance model their teams can run on their own once the contract ends.

  1. Tell us what you need – a few lines in the support request form are enough to start
  2. Scoping call – we agree the problem, the deliverable, who needs to be consulted and the timeline, and which expertise the assignment needs
  3. Written proposal – scope, deliverables, timeline and fee, in plain terms
  4. Delivery and handover – drafts at agreed review points, and a final product your own team can maintain
